Which team will make the best transfers this year?

So, leagues are over and the transfer window will be open soon. Teams are moving to buy talents, good players to force their teams and to be competitive next year. I think this year teams are gonna spend to much in transfer windows.


 First Let's talk about Premier League .
Look like that Rooney is gonna leave Manchester United, and PSG has promise to him is actual wage.
Rumours are saying that Marouane Fellaini is moving to Chelsea, Christian Benteke to Arsenal, Karim Benzema at Manchester United, Edinson Cavani can join Mourinho at Chelsea, Sergio Aguero to leave Manchester City, Jack Wilshere to Bayern Munchen etc.

Let's talk about Seria A: Juventus maybe is gonna buy Carlos Tevez from Manchester City and Gonzalo Higuain from Real Madrid.
Inter is gonna buy Mauro Icardi from Sampdoria, Fernando from Porto, and lately Lavezzi look like that he want to go back in Italy, and maybe he can choose Walter Mazzarri, his ex-coach at Napoli that is at Inter now.
